Responsibilities:

【About the Role】
We are seeking an exceptional Senior Project Manager to lead the end-to-end delivery of this integrated smart systems project. This role requires a unique blend of software project management and ELV/hardware engineering management expertise, with deep knowledge of Hong Kong's construction and technology landscapes.
You will be responsible for overseeing both the hardware installation (ELV systems, IoT devices, cabling, etc.) and software development (platforms, applications, integrations) workstreams, ensuring they are perfectly synchronized and delivered on time, within budget, and to the highest quality standards. You will serve as the single point of accountability for the entire project, reporting directly to senior management and engaging with clients, consultants, and government authorities as required.
【Key Responsibilities】
1. Overall Project Leadership
- Lead the end-to-end delivery of the integrated smart systems project, managing both hardware and software workstreams concurrently.
- Develop and maintain comprehensive project plans, schedules, and resource allocation covering all phases from design to handover.
- Establish project governance structures, reporting mechanisms, and escalation procedures.
- Define milestones, deliverables, and success criteria in collaboration with stakeholders.
- Monitor overall project progress, identify risks, and implement mitigation strategies.
2. Dual Workstream Management
Hardware Workstream (ELV & IoT Installation):
- Oversee the installation of ELV systems and IoT devices across multiple smart systems (Smart Retail, Office, Theater, Parking, Landscape, etc.).
- Manage relationships with ELV subcontractors, electrical installers, and hardware vendors.
- Ensure all installations comply with Hong Kong regulations, safety standards, and project specifications.
- Review and approve shop drawings, method statements, and technical submissions.
- Oversee hardware testing and commissioning (T&C) activities.
Software Workstream (Development & Integration):
- Oversee the software development lifecycle for the Digital Twin, Smart FM, IoT Platform, and AI Building applications.
- Manage relationships with software development teams (in-house and/or offshore).
- Ensure software deliverables align with business requirements and technical specifications.
- Oversee System Integration Testing (SIT) , User Acceptance Testing (UAT) , and deployment.
- Coordinate API integrations between different systems and third-party platforms.
3. Hardware-Software Integration
- Lead the integration effort between hardware and software components, ensuring seamless end-to-end functionality.
- Coordinate between installation teams and development teams to resolve interface issues.
- Ensure that as-built hardware information (device locations, IP addresses, configurations) is accurately documented and provided to software teams.
- Oversee end-to-end system testing that validates both hardware and software working together.
4. Stakeholder Management & Communication
- Serve as the primary point of contact for clients, consultants, main contractors, and government authorities.
- Facilitate regular progress meetings with all stakeholders, presenting clear and concise updates.
- Manage client expectations and ensure high levels of satisfaction throughout the project lifecycle.
- Prepare and present project reports, dashboards, and presentations to senior management and clients.
- Represent the company in high-level meetings with project owners and key decision-makers.
5. Regulatory Compliance & Submissions
- Ensure all project activities comply with Hong Kong regulations, building codes, and safety standards.
- Oversee the preparation and submission of statutory submissions to relevant authorities (EMSD, BD, Fire Services, etc.).
- Manage the approval process for design submissions, material approvals, and as-built records.
- Ensure all permits, licenses, and certifications are obtained before commencing work.
- Prepare and submit completion documents for final project handover.
6. Contract & Commercial Management
- Manage the project budget, tracking expenditures against approved allocations.
- Oversee contract administration for all subcontractors and suppliers.
- Review and approve variation orders, payment applications, and claims.
- Negotiate with contractors and vendors to resolve commercial issues.
- Ensure all contractual obligations are met by all parties.
7. Quality Assurance & Risk Management
- Establish and enforce quality standards for both hardware installation and software development.
- Conduct regular quality inspections and audits to verify compliance.
- Proactively identify project risks and develop mitigation plans.
- Manage change requests and assess their impact on scope, schedule, and budget.
- Resolve conflicts and technical challenges that may impact project delivery.
8. Team Leadership & Mentoring
- Lead and coordinate multi-disciplinary teams including ELV engineers, software developers, project coordinators, and subcontractors.
- Foster a collaborative culture between hardware and software teams.
- Mentor junior project managers and team members, supporting their professional development.
- Ensure clear roles, responsibilities, and accountabilities across the project team.
9. Project Handover & Close-Out
- Oversee the project handover process, including client training and documentation.
- Ensure comprehensive as-built documentation, O&M manuals, and handover packages are prepared.
- Obtain final project sign-off from clients and stakeholders.
- Conduct post-project reviews to capture lessons learned and best practices.

Requirements:

【Qualifications & Requirements】
Education:
- Bachelor's degree or higher in Electrical Engineering, Electronic Engineering, Building Services Engineering, Computer Science, or a related field.
- Dual qualifications (Engineering + Computer Science) are highly desirable.
- MBA is a plus.
Must-Have Experience:
1. Work Experience
- Minimum 15+ years of experience in project management, with at least 10 years focused on Hong Kong local projects.
- Proven track record of successfully delivering integrated projects valued at HKD 50 million or above.
- At least 5 years of experience managing both hardware/ELV projects and software development projects simultaneously.
- Extensive experience working with Hong Kong developers, contractors, consultants, and government authorities.
2. Technical Knowledge
Hardware/ELV Domain:
- Deep understanding of ELV systems: CCTV, access control, intercom, parking systems, public address, BMS, etc.
- Familiarity with IoT devices and sensors and their installation requirements.
- Knowledge of structured cabling standards, termination practices, and installation methodologies.
- Understanding of communication protocols: MQTT, Modbus, BACnet, KNX, TCP/IP.
- Familiarity with Hong Kong regulations: EMSD guidelines, building codes, fire services requirements.
- Experience with statutory submissions, approvals, and completion procedures in Hong Kong.
Software Domain:
- Deep understanding of software development lifecycle (SDLC) and methodologies (Agile/Scrum, Waterfall).
- Familiarity with software architecture concepts: microservices, APIs, cloud platforms, databases.
- Knowledge of smart building technologies: Digital Twin, Smart FM, IoT platforms, AI applications.
- Experience managing offshore development teams (Mainland China or other locations) is a plus.
- Understanding of System Integration Testing (SIT) and User Acceptance Testing (UAT) processes.
Integration Knowledge:
- Experience leading hardware-software integration projects.
- Understanding of API integrations, middleware, and data exchange between systems.
- Familiarity with IoT platforms and how they interface with physical devices.
3. Project Management Skills
- Proficiency in project management tools: MS Project, Primavera P6, Jira, Confluence.
- Strong understanding of project planning, scheduling, budgeting, and risk management.
- Experience with contract management and understanding of standard forms of contract (HKSARG, NEC, etc.).
- Proven ability to manage multiple subcontractors and suppliers simultaneously.
- Track record of successful negotiation and conflict resolution.
4. Language Requirements
- Cantonese: Native or fluent (must-have for client communication, site coordination, and team management).
- English: Fluent (must-have for preparing submissions, reports, and communicating with consultants).
- Mandarin: Working proficiency (highly advantageous for communication with Mainland China teams and suppliers).
5. Preferred Certifications
- PMP (Project Management Professional) - Required
- HKIE Corporate Membership (Electronics, Electrical, or Building Services discipline) - Highly preferred
- Registered Professional Engineer (RPE) - Preferred
- Chartered Engineer (CEng) - Preferred
- PRINCE2 Practitioner - Preferred
- Agile/Scrum Master certification - Preferred
- Registered Electrical Worker (REW) Grade A or B - Preferred
- LEED AP, BEAM Pro - A plus

6. Industry Knowledge
- Extensive network within Hong Kong's construction, property development, and technology sectors.
- Familiarity with government projects (ArchSD, EMSD, Housing Authority, etc.) and their requirements.
- Understanding of procurement processes in Hong Kong.
- Knowledge of local safety regulations and site practices.
